At ECACUSA, our mission is to keep members informed and prepared for the changes that affect their organizations and communities. Artificial Intelligence (AI) is becoming one of the most important forces shaping government policy, business, and daily life. Recent Executive Orders from the White House are setting new rules for how AI will be used and developed in the United States. Understanding these changes will help our members stay ahead and make smart decisions for the future.

In 2025, the White House issued two important Executive Orders:

  1. Removing Barriers to American Leadership in Artificial Intelligence (January 2025)
  2. Preventing Woke AI in the Federal Government (July 2025)

Both will shape how AI develops in the United States. Here is what you need to know and how this may affect you as an ECACUSA member.

Executive Order 1: Removing Barriers to AI Leadership

This order focuses on helping the United States strengthen its position in AI. It:

  • Rolls back federal policies seen as slowing down innovation
  • Directs agencies to review and revise existing AI rules
  • Calls for a National AI Action Plan within 180 days to guide funding and growth

What it means for members: The federal government is pushing to adopt AI more quickly and encourage private-sector innovation.

Executive Order 2: Preventing “Woke AI” in Federal Procurement

This order is aimed at how federal agencies purchase and use AI. It requires that AI systems follow two new principles:

  1. Truthfulness and factual accuracy
  2. Ideological neutrality

Agencies will soon set new rules for vendors to meet these standards before their AI tools can be used in government.

What it means for members: If you work with the federal government or plan to, you may need to show that your AI systems follow these principles.

What Happens Next

The real changes will come as these orders are put into action. Agencies will update their rules, new procurement standards will be published, and vendors will need to adjust. Even if you do not sell directly to the government, these standards may influence what AI products are available in the market.

What This Means for ECACUSA Members

  • For government contractors: Expect new requirements to show your AI is unbiased and accurate. More documentation and testing may be required.
  • For businesses using AI: Even if you do not work with the government, many vendors may need to adjust their products to meet these new federal standards.
  • For advocacy and policy members: The definition of “neutral AI” is still being debated. There may be opportunities to speak up and help shape how these rules are applied.
  • For everyone: Be prepared for changes in the tools you use, from pricing to product features, as the AI industry adapts.

How Members Can Prepare

  • Review your current use of AI and see where improvements in accuracy and transparency could be made
  • Stay informed as agencies release more details about compliance and procurement rules
  • Educate your teams so they understand the changes and what they mean
  • Look for opportunities to engage in discussions and provide feedback during rulemaking periods

The Bottom Line

These Executive Orders mark a new direction for AI in the United States. The focus is on faster growth with fewer restrictions, along with new requirements for truth and neutrality in government use. While the biggest impact will be on organizations that contract with the federal government, the ripple effects will reach the wider AI market.

ECACUSA will continue to monitor these changes and keep members updated with the resources and guidance needed to adapt.
